Position: Director of Administration Job Reference No.: NSCIIC11 Vacancy: 1 Salary and Benefits: Negotiable Closing Date: Open till filled (Interview and Feedback Arranged on Monthly Base) About NSCIIC: Ningbo Supply Chain Innovation Institute China (NSCIIC) is an independent, degree-granting academic institution established as a joint initiative between the government of Ningbo, China, and the Massachusetts Institute of Technology (MIT). Required Qualifications and Skills: • A Bachelor degree, preferably a MBA/CPA or related degree, from an accredited college or university, and at least eight to ten years of overall professional experience in administration management preferably in higher education or another large public organization is desirable • Knowledge of university core financial, human resource management, IT, Marketing and communication, Logistics and high level of proficiency with Microsoft Office Suite would be preferred • Ethical and transparent work processes and decisions • Demonstrate the ability to develop confidence in collaborators, and to develop productive relationships among internal and external stakeholders • have strong oral and written communications skills in both Chinese and English, an understanding of systems for institutional data management, and outstanding interpersonal skills • Demonstrated supervisory skills, organizational skills, financial management skills, communication skills, the ability to identify individual and institutional priorities, and the capacity to establish and manage professional working relationships • The ability to effectively manage work under mutually agreed schedules and timelines will be essential Main Duties and Responsibilities: l Assisting the executive director in the overall administrative work Create and implement long and short term strategies to address the needs and responsibilities of NSCIIC l Develops and encourages strong collaborative working relationships with internal and external stakeholders including faculty, staff, students, alumni, donors l Serves as the principal liaison to accrediting bodies, city and governmental agencies, and other agencies regarding fiscal, administrative, and operational matters l Develop and maintain a set of internal standard operating procedures (SOP) that document agreed work flow processes and activities to support the policies. These SOP's will guide the work of NSCIIC staff, provide resiliency in operations, and communicate functional activities to all stakeholders l Directs and evaluates the supervisors and/or managers of Finance, Human Resources, IT, Marketing and Communications, logistics to ensure that the NSCIIC improves and/or maintains efficiency in its administrative operations and meets all relevant citywide policy and reporting requirements l Directs the Human Resource/Personnel function, including revisions of the employee policy handbook, performance appraisal, grievance procedures, discipline, policy and procedure development, benefits administration, payroll, position posting, screening and interviewing all candidates and per diem staffing requirements l Oversees the IT Director in regards to the implementation of standards for computer operations and use, software support tools, system data backups, performance testing and security l Oversees computer system support activities and resources required to provide quality computer operations, processing and application system resource management and availability l Reviews preliminary concepts and ideas suggested by the Director, and develops statistical tools and models which evaluate these concepts in order to determine the appropriate course of action for NSCIIC. The development of these concepts will impact investigative procedures, policing activity and the public’s perception of the institution l Makes policy recommendations regarding administrative matters for submission to the Director and assists in developing, implementing, and disseminating policies, procedures, and services l Provides oversight for contract and grant management l Provides staff support for the Board members l Other work that may be required if needed This job description may be subject to revision following discussion with the person appointed and forms part of the contract of employment.
